On January 30,2026, at the request of the People's Government of Neijiang Municipality, Academic Dean Li Guanghui delivered a thematic speech titled "Guided by Institutional Openness to Promote High-Quality Development of Neijiang's Open Economy." Leaders of the People’s Government of Neijiang Municipality including Zhang Yong, Ma Ju, and Jiang Wei attended the speech session. Vice Mayor Lan Xu presided over the event and delivered a remark.

Building on the guiding principles of the Communique of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the 15th Five-Year Plan, Dean Li Guanghui delivered a comprehensive analysis of the new landscape, opportunities, priorities, and trends in Neijiang's open economy during the 15th Five-Year Plan period. He examined the core principles, distinctive features, and strategic value of institutional openness, while leveraging Neijiang's geographical advantages and industrial strengths. The presentation included actionable recommendations for positioning the city's open economy, fostering innovative logistics productivity, strengthening open economic platforms, aligning with global trade rules, advancing digital Neijiang development, and establishing a talent support system. These insights charted a clear course for high-quality growth in Neijiang's open economy.
In his address, Vice Mayor Lan Xu commended Professor Li Guanghui's report for its visionary perspective, comprehensive scope, and substantive content, which charted the course for Neijiang's high-quality development of an open economy during the 15th Five-Year Plan period. He stressed the imperative to steadfastly pursue southward expansion and deepen openness, leveraging an open approach to pool development resources. The city should accelerate the establishment of a regional logistics hub serving the Chengdu-Chongqing Economic Circle, anchored in the western region and oriented toward ASEAN, while striving to become a national logistics hub city. These efforts will inject robust momentum into Neijiang's socioeconomic development.

This learning session adopted a "main venue + sub-venue" interactive model, with over 500 participants including municipal department heads, county (district) officials, and logistics industry representatives from Neijiang City attending the session. Dean Li Guanghui was invited to deliver a lecture at this high-level event, which not only reflects the high recognition of the school's professional capabilities but also demonstrates the school’s commitment to leveraging its expertise in serving local economic development.
